Punctuality is defined as timeliness, the absence of tardiness, completing tasks on or before the scheduled deadline, etc. Punctuality is a quality valued by many people. It probably arose as a survival skill--those who were too slow in completing tasks, such as growing food, were less likely to survive.
In the modern world, punctuality is associated with respectfulness and efficiency. Those late for various appointments and meetings are considered rude and disrespectful. Being late is tantamount to saying, "As you are not important, I need not arrive on time. 
Today's world is also a busy world with many jobs that require speedy completion. Those who finish tasks in a timely manner are considered more efficient that those who do not. Those considered efficient have obvious advantages in a competitive job market, and the self-employed who get things done quickly will more likely satisfy customers.
The best way to cultivate punctuality is to integrate the habit into one's work ethic. This is primarily a mental attitude. Additionally, one can form the habit of waking up early, leaving for appointments early, and setting ones watch several minutes ahead of the correct time. Cultivating such habits is ultimately a personal matter, which must be done on an individual basis.
