The April 3 editorial "Time to reform the primaries" correctly pointed out that New Hampshire and Iowa are not very representative of the U.S. electorate, and the ethanol mandate illustrates the policy consequences of the current process. Some thought should be given to enriching the "geographic equity" of the presidential primary schedule in both parties by creating four regional groups of states (Northeast, Southeast, Southwest and Northwest). The regions would take turns leading the parade of primaries for four years, which would give each state and region a chance to have the national spotlight focus on their issues and their candidates during four of every 16 years.
